FBI’s Human Trafficking Definitions:
- Human trafficking/commercial sex acts—Inducing a person by force, fraud, or coercion to participate in commercial sex acts, or in which the person induced to perform such act(s) has not attained 18 years of age.
- Human trafficking/involuntary servitude—The obtaining of a person(s) through recruitment, harboring, transportation, or provision, and subjecting such persons by force, fraud, or coercion into involuntary servitude, peonage, debt bondage, or slavery (not to include commercial sex acts).

Definition of Rape:
- The definition of rape was changed within the UCR program effective January 1, 2015, to include all victims (not just women) and omit the requirement of physical force, so you may want to add the following:
- The old Rape definition was: “The carnal knowledge of a female forcibly and against her will.” Many agencies interpreted this definition as excluding a long list of sex offenses that are criminal in most jurisdictions, such as offenses involving oral or anal penetration, penetration with objects, and rapes of males.
- The new Rape definition is: “Penetration, no matter how slight, of the vagina or anus with any body part or object, or oral penetration by a sex organ of another person, without the consent of the victim.”
